XNView is a great program for doing all that stuff and it is free! It has an automatic re-size option that is excellent.

I've been side tracked on this project and I think i'm going to make the Johnston in 1/100 scale. Right now I've been working on an enlarged version of Lou Coatney's Samuel B. Robberts because my dad and I have been wanting me to make a Tin Can out of soda cans. Also the ship my grandfather was on the Essex class carrier Valley Forge. I want to make out of soda cans. so it will be a little while till I get back to this project.
