DIN A4 long side is 29.7 mm blow up on DIN A3 - long side is 41 mm goes on to 138 %. The scaling 1:400 wil be after 1:289 ..

I have tried to blow them up with my scanner, but each scan comes out being a few millimeter smaller, so when building nothing fits.

i take the a4 printouts to a printer and they blow them up onto a3 card for me

You don't enlarge with the scanner.
-you scan at 1:1 (100%)...and then:
1. print out at an enlarged scale
or
2. enlarge the file at set amount and then print out the newly sized file.

If you are trying to make copies directly, using a copier/printer/scanner
then your scanner/printer will need to know an output scale.
(or it will print out at 1:1)

Make sure to deselect any option for "fit to page".
This might be your problem, making every page slightly different in scale size.
You need to specify an output dimension for every page, exactly the same.
eg 225%
and make sure "scale to fit" or "fit within printable area" is NOT chosen.
