tug equipment identification

hello all
I am building a model of the polish tug 'taurus'. I am wondering what the cylindrical object circled in red is, a type of periscope?

Doesn't look like a periscope to me- While you can just make out two knobs on either side, they look like they would be hard to manipulate a periscope with.

In the second photo, the visible face of whatever is in the white telescoping tube almost looks like an analog meter of some kind.

I would also concur with Matthew that it could be a radar of some sort.

Could you provide a link to the video these are captured from?

I am going to go ahead and build the item. I just like to know at least the name of what I am making. didn't really think it was periscope-why would a civilian surface ship have a periscope? thanks for the pictures. a couple of them are new to me. I have scoured the internet since I started and saved every picture, video and drawing I could find.

by the way just a bit of background. the model is based on the pro-model 1/100 scale kit enlarged to 1/72. one reason I chose this model is because of the surprising amount of detailed images available of the real thing. I am, I admit, a rivet counter and I have set the challenge for myself, of adding every visible detail to the best of my ability. so it's been almost 2 years and I am still working on the interior. at this rate i'll retire before I finish I suppose! along the way I have taught myself illustrator, built some tools, learned to make 'photoetched' parts and my own decals. it all fun and keeps me out of trouble
anyway here's a picture of my progress

But me thinks it is a periscope. It's purpose to widen the operators view without a change of position.
D'l'd the vid and the red circled bit is a reflection of the operators face - confirmed by it varying with the movement of the op's head in the few frames involed. In fact it's likely a reflection of a reflection.
Anyway now move forward from the camera position to the op's eyeballs and the view will likely vary in such a way that the eyes looking at the reflection surface will be seeing straight vertically up to the next refector.
What does your collection of images show as sticking out the roof at about that point?

BTW fascinating obsessive detailing, envy your abiliy to sustain concentration.

Nice stories guys, but it is simply a tube to look at the magnetic compass which is located on the monkey deck. Check out "compassadjustment.com/#2" for more info.
Inside the tube are mirrors to look at the compass, which can be seen on the second photo.

This appears to be a Magnetic Compass viewer. The NSC class cutters building for the USCG use a similar device to view a second compass dial, under the first and facing down, which is then lit and can be viewed via a mirror, mounted in the tube and adjusted by the knobs. The compass can be viewed from the open deck above, or from inside the pilot house.
