Beautiful, and thank you for showing how you did your rat lines.

Is the water on the base a glue with color added to it, or some kind of resin?

The base is acid free matt board sprayed with sealer. I use acrylic spackle to sculpt waves. Then I paint it and coat with triple thick gloss glaze.
