Its an early chain tug. They were used were there was a very strong current. The tug pulls itself along the chain on the river bottom. It would have pulled barges and other riverboats.

Never heard of this type of vessel before. Although, the idea has some similarities with some types of ferries that pulled themselves from side to side in similar fashion? I like these old drawings. It really takes you back.
