Our own FRD is developing a good-looking paddle steamer of the Oregon Steam Navigation Company that he will eventually make available: The "ONEONTA" (a build thread)

Oneonta is not Fred's first paddle steamer rodeo: Stern Wheel Vessel, "COLUMBIA GORGE"

Whether Fred's paddle wheelers are what you are looking for or not, it's well worth your while to browse through his threads.

Canon Creative Park has a free paddle steamer sidewheeler. The instructions state that the finished model is about 410 mm which is around 16 inches. You could print at 136.3% to get it to the 22 inches range.
Canon Creative Park > Paper Craft > Vehicles > Ships

Paddle Steamer (Sidewheeler) - Canon

Hi Vett,
Not sure what your definition of expensive is but the first 4 would answer your requirements exactly:

https://www.papermodel.com/205696-pa...r-dresden.html

https://www.papermodel.com/272473-pa...strongbow.html

I'm sure theres a supplier in the USA so you could get manageable postage.

Regards,
Alan
