If it not locked it can be rescaled in pepakura designer.

smaller is easy. Just print multiple pages, 4 to a sheet will give you 50% build, in this case 1:50

I think it's locked, because when I open it in Pepakura Designer, It closes then opens in the Pepakura Viewer...

You could print the 1/24 pdo at 48% to get the 1/50 scale model.
24/50 = 0.480 or 48%
See if your printer will let you print at different percents.

Or you could print the pdo as a pdf and then open it in Foxit Pdf Editor to change it. Install a program like CutePDF Writer and choose it as the printer in the printer dialogue when you choose to print the model.

you say you want to rescale a pdo file in designer? ok as long as you have designer 3 then this is how you do it:
open file and load it on to the designer 3 page at the top of the screen in the bar at the top it says 2d menu
click on that and a list of options appears
2/3 way down you'll see change scale click on that
click on scale factor and a box titled change box size? comes up (I think?) fill in the scale box to what ever scale you want- i do it to however big i can get away with on a a4 sized bit of paper- however you'll have to move the sections on the 2d screen to fit on the paper or when you print out you'll cut the model bits in half? however one can de-section these bits into smaller bits buts that a whole new lesson...
however on reading you message again- viewer is locked and one can't do much in that program? - i would look for a tutorial on the viewers website and see what can be done?...
