Yes, the printers are sold at a huge loss covered by the enormous markup on ink and toner.
They got around the people buying new printers for the ink cartridges by only supplying 10% of the ink quantity in the cartridges sold with new printers.
I worked several months relocating ink cartridge production line for HP in Ireland and got the full story of the Printer cartridge -VS- Market cartridge.

The last couple of printers that I bought don't allow you to refill or use after market ink cartridges since they have a chip reader in them.
