I just tried gluing a piece of clear plastic to a piece of card with Rocket and it worked like a bandit. This was plastic from a shrink-wrap container. Will try other materials, but it looks like Rocket will glue paper to almost anything except stick-resistant materials.

As for long cylinders, you could glue one up a short length at a time. The glue is so thin that capillary action will suck it up into a seam. I tried this. No problem.

Nylon

Don,

Try nylon fishing line - if it glues nylon it will make life a piece of cake when used with spoked wheels.
