I've always wanted a proper Japanese book drill but have never been able to find one at a price I could justify. I decided to go with a cheap Chinese one and so far it hasn't let me down. I don't use it for specific sizes, just what I need judged by eye, so I'm not sure how accurate it is in terms of sizes but it comes with a few different sized punches. I also have another hand punch with interchangeable tips which can either be tapped with a hammer or just pushed and turned depending on the thickness of paper/card.

Both of these were purchased on wish.com, similar to Ali express, for a few dollars plus postage and a delivery time of 2 to 3 weeks.
