I think your hull looks ok, I've only done a few ships, but sailing vessels so had outside planking, but before the planking I do try to fair the hull. If you seal the paper with non water based paint (spray it with whatever you have) and then fill and sand. The best luck I have had is not with water based filler (latex filler) but with polyester resin filler ("bondo) If you sand the bondo early you can easily work it down, difficult to do if it hardens fully. The issue I have had in hulls I tried to fair with latex filler is the filler tends to continue to shrink slightly over time, not very good for a hull.

I use filler for my ships, but essential is a rigid internal construction and a thick sort of card, which allows sanding, so preferably not laminated. I use a product called wood board, but it seems harde to get.
