I bought airbrush and mini compressor for my gundam kit, but I try to applied them for papermodels.Here's some technic I used mostly

1.pre-shading on every edge and engine with oil trace, with enamel or spray can paint mix with thinner
2.chiping and rusting, with acrylic paint with less water, in case it can ruin the paper surface
3.final shading with enamel or spray can
4.top coat, for flat surface like gundam, mecha, tank, etc I use flat/doff gloss, for curve or bending surface I use clear gloss.

The book The Artist's Handbook of Materials and Techniques by Ralph Mayer has information about weathering. I don't recall whether he specifically goes into weathering paper and my copy is not accessible at the moment. However, even if he doesn't, there may be some useful information in it for you.

It's a great book, anyway.

I remember that he goes into weathering plaster. Some of the techniques might be applicable to paper.

He does go into great detail on the subject of paper itself as well as paints, pigments and other things.
