Translation
In French, we call it neither carrousel (which is a dancing horseshow, a sort of a life exhibition) neither circus, although close to it, but "manège". A " manège " is a large hall where horses are driven for training, and the name came to the entertainment machine this paper model depicts, devoted to children's amusement.

You should give the carousel from this site a try.

The carousel is operated by turning a crank. The horses then go around and up and down. For some reason the video on the site shows them going around backwards.

I think this is an Epinal model, some of which like this one are powered by sand flowing from a container onto a wheel (think waterwheel). Look for the part marked (“sablier”) which is the sand reservoir, sable being the French for sand I think. I’ve never tried to make one but will one of these days....

Allers Familie Journal Vol. 40 No. 3 from Jan 20, 1916 has what looks like a candle carousel on the back page.
https://issuu.com/plu-archives/docs/...l-_v.40_no._3_ You bend the blades and the heat from the candles burning causes the disk to spin. Perhaps the heat from an incandescent bulb would cause it to spin too. Looks like quite a balancing act to get the thing to work.

My mother had something similar to this for a Christmas ornament. It spun from the candle heating the bent paddles.

The green pattern located on the middle of the sheet is the " sablier " indeed, especially the tank for storing the sand. On the drawing, left the sheet, showing the built-up mechanism, you can see this tank, right. The sand falls onto the wheel beneath, whose blades are the red squares (left on the sheet), and makes the " manège " running. Fun fun fun!

Manège- cirque - carrousel
They call it "cirque", as to the the figures exhibited and the background, however, it looks to a " manège ", considering the spinning mechanism of the model itself, each one can make his mind.
