There are a lot of things that could be done with it. And there is a lot of paper furniture that could be put in there. It could be 'Beds to Let'. It could be an office/storage. It could be set up for the saloon girls to make an extra buck. It could be the saloonkeeper's bedroom.
I think I will leave it up to the builder. From Toppi's original exterior, it probably just had the appearance of an upstairs, a false front. Look at the size of the doors (or the Marshall's Office or Bank from the same series). As originally drawn, if it had a flat roof, the maximum height of the upstairs room would be lower chest high. If I'd done a flat roof that slopes to the back, it would still be that low, at the highest point and lower at the back. Since I had to tweak it to have an upstairs, I think my job is done. I certainly haven't seen any other furniture in Toppi's work to keep this as a Toppi Saloon
