Looks like G-scale is what would fit those cars. G-scale can go from 1:22.5 up to 1:30 depending on the manufacturer and country. Used in garden railroad layouts.

mchale,

the scale for "O" guage is 1:48 which I believe is 1/4 scale. That would be where 1 inch would equal 4 feet on the scale. If I need something to be 6 inches in real life, on my scale I would have to measure 1/8 inch. I hope this answered your question. Sometimes it is hard for me to say what I need to. My mind does not work like it use to. Sorry....

Back in the days before my cousin's kids destroyed my train, I had one of those clear 3-edged rulers (kinda like a triangle looking from the end, or more like a 3-point star). One rule was for HO, one for N, and one for O. I wonder if I could ever find it again...

I remember using something similar in Drafting class. Micromark has a stainless steel ruler with those scales on it.
12 Inch Stainless Steel Model Railroader's Ruler (for HO, O, N, S Scale)

Amazon has 3 railroad scale rulers: Amazon.com: railroad scale ruler

Ebay has 5 railroad scale rulers: railroad scale ruler | eBay

A Google search for "railroad scale ruler" reveals many more sources but I did not see any triangular rulers.

It probably would not be too hard to use your favorite drawing program to design a triangular ruler in paper.

I think that I could do it in Open Office Draw but I have too many other irons in the fire to do it at this time.

mchale,

If I understand what you are asking that would be a 1:48 scale car that I use. If this does not answer your question please revise your question.
