Yep, paper. Printed on 176gsm cardstock. WWG sets include gridless ground tiles along with ground tiles with a grid. Their main focus was/is game terrain.

'was/is' is very appropriate. Denny is concentrating on video games now, so the site hasn't been updated in a long time other than bringing it back when the site dies.
They still have a very nice catalog. I totally agree that it is a most appropriate stand for the model. Very nice
