If I may, I suggest joining one of the many Yahoo Groups that local IPMS chapters use to disseminate info and post newsletters. The Yahoo group for my local IPMS chapter:
novaipms : NoVa IPMS
Go to the FILES section and there you'll find newsletters posted for download. That should give you some basic ideas of what goes into a chapter newsletter.
