The technique of this model is indeed different from that of HMV and other publishers. There will be side stiffeners added soon that go across the waterline, and first the underwater plating will be fitted to that, and the plating above the waterline will fit over that. All the frames connect to one single base plate. If you want to build this one as a waterline model you have to decide at the very beginning, because then you will have to trim the side stiffeners.
