The title is "The Shiloh Project" and it was published in 1981. The setting of the novel postulates a Civil War in which th UK committed the strength of the Royal Navy to the Confederacy, leading to an Armistice. The two nations (CSA and USA) both expand westward across North America, with a long, uneasy border between them. The Confederacy fights what in our time was the Mexican-American War, and as a result has substantial holdings in Latin America. The Confederacy and the UK, now together in a NATO-like Alliance, maintain a standing battleship patrol in the Atlantic, as a deterrent to the US. As a result, the US seeks to expand its influence and naval power in the Pacific. When the novel opens, the US has just fought a major naval war against an expansionist Japan, and won. Allied/ Confederate Intelligence is urgently seeking information on the US' war-winning weapon, a new battleship shell that has the explosive power to destroy an entire city....
I read it some years ago, a good piece of alternative-history fiction.
