Tu-104 was derived from the Tu-16, whereas the Tu-104 was derived from the Tu-95.

Both the Tu-16 and Tu-95 entered service at roughly the same time, one powered by turboprops, the other by turbojets. Would make sense for both aircraft to share a common design base. Uncommonly enough, both were successful and put into production.
