That and a rapid transfer of the budget from manned aircraft to drones which are cheaper to develop and build AND run. If we were thinking logically we would use highly developed drones for the initial assault and iron hand/wild weasel missions while using cheaper manned aircraft where the mark one attached to a trained brain can be effective, in missions where civilians can lead to changing mission parameters. Shoot/don't shoot can sometimes still need a human being in the hot seat and the A-7F et al would be highly mission effective even now for less money.
