I also use Preview on Mac for reorganizing and compiling PDF pages. CorelDRAW on Windows can also export to a multi-page PDF. Another tool I use is ghostscript, which I find will produce PDFs that are more "standard" and compatible with more viewers than what Corel or Preview might generate. It's command-line though, so not as easy to use.
