Here is a site where you can clip a segment from a YouTube video and download it.

Copy the URL of the video from the YouTube site.
When watching the video note the beginning and ending time stamp for the section of the video you want to clip
Paste the URL of the video in the box for
Video URL to Download: and click Continue
A list of video types will show up with the original size usually pre-chosen
You do not need to Show Video
Input the
File Name in the next box
Choose which
Conversion Format you want
In the
Conversion Options uncheck Start of video and input the time stamp for the beginning of the clip then
uncheck End of Video and input the time stamp for the end of the clip.
Click
Start! A page will open showing the progress, then a download link will appear.
I have noticed a few seconds of blank screen with audio at the beginning of the clip downloaded but the actual section clipped will be displayed after that short interval.
