Horizontal stabilizer
The F-104 uses a T tail configuration common to many designs of the 60's ( did you know that this was a German concept design? The Focke Wulf TA-183 had it and everyone else thought it was a great idea and copied it ).
It is
also a preferred arrangement for aircraft having rear mounted engines ( like the one I am working on here in Canada; see picture below ).

glue by wrapping around the frame
now its ready to go on
The horizontal is snug fit to the fin
Note:
at this point do not glue because it will be damaged during the further work to be done. You may leave it off later on and at the very end, either snug fit again or glue in place.
