Actually for converting an existing model I think you would need to have the designers permission. After having finished my 1:200 Taschen Titanic I had plans to convert it to Britannic, but could not get permission to do so. Otherwise a 1:200 scale Britannic would have existed allready, other then the Heidelberger kit, which I think is hard to find.
They pop up on ebay now and then.

The topic has been discussed several times, and the current general agreement seems to be that you can do it if you are enlarging/repainting a model for yourself (personal collection) and will not share it, without need to contact the designer.
But if the person thinks on re-distributing the final kit (repainted/enlarged/modified) express permission from the designer is required.
