Ok, it looks like thinks start to get back on track at post #10588. Previous to this, there were several posts with missing attachments (photos) and bad downloads (PDF).
There was some sort of glitch back in June of 2017, don't remember what it was.
Any way, I downloaded the pdf from post #10591 just fine.
In case it matters, Mac OS X 10.11.6, Safari 11.0.2
