It's simple
encaustic painting which has been around since the time of the pharaohs. Wax that dense with pigment melted onto a heated surface - paper, wood, metal and so on. Jasper Johns, Paul Klee, Picasso and David Hockney used it extensively. An artist who works with encaustic is going to have far better tools and materials than crayons melted in a glue gun. BUT, this could be a gateway tool/material for someone exploring possibilities of encaustic.
As a useful tool for paper modeling, probably not.
