Exposed metal parts

PE, ladders, railings

What technique would you normally use to join metal sheet/wire to themselves/paper? How would you pick your technique, and any tips on their application

My experiences are:
White glue will not work
UHU works but doesn't seem to be stronk enough
CA is stronk, but brittle when put under high stress, and somewhat difficult to control as the liquid form rolls off from any bare metal surface.
I have seen soldering used on PE for plastic kits, do people do similar things on ship's railings and the like? It seemed to be an attractive option for metal-to-metal contacts
