I have found the following glues to do a good job gluing paper to metal

Ultimate Glue, yes that is the name of the glue

This glue does not do a great job gluing plastic to paper.

5Second FIX glue

This glue used to sell for $20 for a tube and for how well it works it was worth the money. If you shop around you can get 4 tubes for around $10.

The glue sets up using UV light (supplied with the glue) and remains a little flexible when it sets up. Works great for the fiddle rails on a ship model.

As Whulsey pointed out the metal has to be clean. I soak metal parts in white vinegar this clears all of the grease residue from handling the metal parts and etches the metal.
