there is about a 2mm white space between the cut line and the edge of the balloons, just cut along the black line, and done, same thing was done with the green fish nets/scoops

From what I have been able to understand from the description on the webpage, you can either pick a balloon, and it has a yo-yo inside of it, or if you want, you can scoop for goldfish or tadpoles. Probably similar to carnival midway games.
