It probably would be easier to find plans and photos of USS Panay.
Then you also would have to do a small Standard Oil tanker, rafts and sampans, warlord and Japanese light field artillery (Krupp of course), and write war game rules for escorting the tanker up river and back down in spite of river pirates, war lords and Japanese units which might or might not be helpful.
I don't think there is a USS Panay paper model, there was a resin model.
Both Sand Pebbles movie and book are worth watching/reading.
