Don't flush anything except for real toilet paper. Toilet paper is designed to disintegrate into fibres when it's soaked so it doesn't cause any problems in the sewer. Other types of paper don't and cause blockages in the sewer. My local water and sewage board has been very loud in the media to stop people using paper towels and other things as a substitute for toilet paper.
The real solution, of course, would be the public flogging of some hoarders. Back in the convict days they seemed to have a standard way of solving problems - "the cat is a great persuader".
