My Handrail are made out of 210 Gram paper, doubled and glued...
I've attached a picture of the templates of the same, for your reference! That should clear the doubts.

I feel that the Railings and Stanchions should be attached, managing each railing part seperately becomes a handful... The trial I did with the parts seperate was somewhat successful, but I was more frustrated and unhappy with the finish.

Since the locomotive is almost in the O scale, paper handrail are possible. I'm afraid that they won't be possible if your model is smaller than O scale. Maybe doable in S scale, but definitely not in HO. My friend who models in HO uses thin gauge copper wire instead...

I feel that they still look a little chunky, however 2mm wide lines was the thinnest I could cut. (I've got natural tremors in my hands, which prevents me from cutting very small parts)
