Yes - it's a scam. The blacksmith is going to send a bill for the bolt. Meanwhile, he also has the dog back.
Remember also that the dog is probably latched on to the blacksmith as well.
That's why there is that saying "Never buy a dog from a blacksmith".
And "NEVER EVER buy a dog from an Australian Blacksmith"...
