Certainly, especially mid-to-end WWII. The expected theater of operations (mostly jungle and small islands) probably influenced the lack of interest in advanced/more powerful designs. On the other hand, at the first phase of the war, their strategy and tactics often surprised the enemy with tanks appearing at the least expected places.
