Moistening the paper is always the method to make complex (i.e. double curvature) shapes. The moisture (water) should be applied with care, I use a finger dipped in a jar of water and strike one side of the area to be shaped, in general the unprinted side. With thicker paper, I dip a second time and moisten again. Not more than that. Then emboss very softly in ever increasing strokes, till you've got the right shape. When the paper gets too dry, dip your finger in the jar again.

It takes some time, but it gives good results.
