It's a legal requirement to ask in almost every territory on Earth. Whilst some sites want you to accept cookies that will follow you round the whole internet and sell your data, a lot of them are required to simply make the thing work - the most obvious one being the little data packet that tells the server you are logged in when you navigate between pages. It's practically impossible to use the net without encountering them.
Most browsers can be set to automatically delete cookies when you leave a site or close the browser.
