Turn off the printer, clean (wipe gently) the contacts on the cartridges and on the printer, put the cartridges back in, wait, wait, turn printer back on, and see what happens.
Epsons don't like re-manufactured cartridges, or low cartridges and act peculiar when you temporarily remove them to flush print head (using syringe and piece of tubing and alcohol).
As for new printer, when your finances improve, take a look at manufacturer's web sites for re-manufactured or discontinued printers, or used printers from local PC repair shop if they offer a return policy if it stops working within 3 months or so of buying it.
And depending on where you live, getting your printing done at a print shop might be cheaper than buying a printer.
