From what I understand it is to prevent malicious people from downloading all the files at once
Even so, I agree with you, there should be a higher limit.
A technique that I can recommend is to download between 10 and 11 PM (22:00 to 23:00) and then wait and continue downloading files at 12 or 1 AM the next day (00:00 or 01:00)
