it depends on who you ask. many will say 20mm, others will say is it is 25mm. also, the mm reference isn't technically a scale, it is a size. i'm not completely sure, but the scale calculator i commonly use lists 1/72 scale as corresponding to 25mm size.

it is usually better to err on the slightly larger size of things for buildings. windows, and especially doors, come in many different sizes. few things look more awkward than a figure beside a tiny door....

"vermin" is right.
i'm pretty sure the basis for figure mm is from the feet to eye level of the individual figure. depending upon how the figures (which "become" the scale) are made, then there is a variance. plastic, resin, and often lead, come with 1-2 mm bases built in. our paper flats are doubled, but represent 1/2 (at most) that thickness. many gamers further base figures (of any media) for scenery. often the biggest difference for this "relative scale" is what works. if it works for you and your purposes, it is likely "golden". if it looks wrong, it probably is...
