Fly Model had one in 1:33. It may have been reprinted as a Gomix/Fly Model version.

G1, try to find the old Russian publisher "Peleng", they have the MiG-23 Flogger, the scale is 1:48.

Well I exhausted most every source I have and no dice. I think I found one on the Gomix site but I can't translate the page to be sure and I can't make sense of the order information either. Here's what I found,

Ahh I see. Thanks for the clarification :P The online translators don't have Polish as an option so I couldn't tell what it was there.
