Looks like a traditional parade float? Mounted on wheels with a drive and a device for following a black line on a map? This is clever stuff.

The simple paper model is a miniature model of a Parade Float.

She has built a mailorder electronics kit...a "line trace car"..
and mounted the paper model float on top of it.

The line trace car uses an "eye" to follow a black line
(like what you can see on her map of the Parade route)
and batteries drive two independant motors and wheels (for steering).

The electronics kit is available through amazon.japan,
but you can order one through the North American amazon site for about $50.
