Recommendation of cutting circles and small areas

I stick with scissors. with the sharpest tips I can find. I want to make a tank, when I do, I am going to take 2 pieces of aluminum and sandwich the paper wheels between it and turn them on my SouthBend Lathe. Wheels are a pain in the b%tt!!
