Depending on the application, you can use straightened paper clip or strait wire. I did this with my FG Super Decathlon

I rolled some paper around the wire that I was going to use as the axle.


Glued that into the inside of the wheel and matched up holes on the outside wheel parts. Just glue up the wheels, insert wire, and there you go!


Granted, this only really works if you have wheel pants, or the wheel is somewhat covered.
