If I were using Paint Shop Pro (I am ) I would open the image, go to page setup, and select percentage of original, then print.
It might help to disclose what program you intend to use and the file format of your intended rescale, also what percentage of rescale do you want?

To get the percentage of change between the scales divide the scale of the model you have by the scale you want it to be and multiply the result by 100 to get the percentage of change you need to print the new size.
examples: if you have a 1/35 model and you want to reduce it to a 1/72 model 35/72 = 0.486 x 100 = 48.6% so print the 1/35 model at 48.6% of the original size to get a model at 1/72 if you have a 1/72 model and you want to increase its size to a 1/35 model 72/35 = 2.057 x 100 = 205.7% so print the 1/72 model at 205.7% of the original size to get a 1/35 model Just plug in the scales of the models you have and want to have to get the proper reduction or increase in percentage for the size you want. Keep in mind that increasing the size usually results in a loss of detail depending on the resolution of the file you start with. You also have to split the model up into more pages since the original is probably laid out to fit on A4 or USLetter size paper. Paint Shop Pro as Phil mentioned, Photo Shop, GIMP, etc. are all graphics programs that you can use to change the size.

If you don't want to do the math you could try this calculator-
Scale Conversion Chart |

But, sadly, that chart is is missing a very common scale in paper models, rendering it useless for people trying to convert to-from 1/33.
