...and this toy is a fukuwarai - an eight piece puzzle, designed to be put together without looking on the base sheet containing a blank face oval, hence the blindfold.
Slightly similar game appeared in Europe and became pretty popular in the interwar period, however individual facial features were most frequently drawn on paper. I remember playing like that as a child myself.
In the attachment: an example of fukuwarai by Toyohara Chikanobu (豊原周延, 1838–1912).
