Hello Thumb Dog, the sand powered turbine is a neat feature, however I think your idea of powering the turbine with air is better (less messy) I collect a few of the old tin plate toy steam engines, and they all can be powered on compressed air as well.
I think it would be fun to roll a paper tube and insert low in the brick firehouse and direct tube at turbine vanes, if everything is turning freely it may be possible to use and aquarium air pump, the good pumps are quiet and adjustable output so you would even have throttle control! If I get it all working well, I will post a photo.

Here's a mad idea to get the engine turning.

You will have to make the "turbine" then buy a small fan. I recently needed a way to cool a new computer. I found a very small fan - the case is about two inches on the 4 sides. The neat bit is that it has a USB connection so I can keep it plugged in and it will stop when I turn off my computer!
