That is a pre-war tilt rotor design - possibly free-lance (Billlings) or Miles? It was designed to land on water with floats in the rear of the rotor pods. I remember one of the deputy heads of Aerodynamics showing me the plans when we were looking at V-22 conversions for the UK.

Never flew but from the era when anything was thought possible,
