Aha! The Chilean flag gave it away - A Herreshoff-built torpedo boat (Alay, Alianza, or República) used during the War of the Pacific.

I hope Gary won't mind if I tell you that this is the Chilean torpedo boat Janequeo 2° famous for her May 25, 1880, nocturnal engagement with the Peruvian armed steam launch Independencia.
