John, from what I have found, that is part of the AN/AAQ-24 Direct Counter Measure system. It's an IR defensive system.

I really enjoyed seeing these images (the DC-3/C-47/Dakota is to my eye one of the best-looking transport airplanes of all time) and reading about the history of the special markings of the C-130 outfits. I'm glad that the units are knowledgeable about and making use of their history.
